This is called 'infant-directed speech' or 'motherese' — a universal, cross-cultural register of higher pitch, slower pace, and exaggerated intonation. Remarkably, dogs respond behaviourally to this register even from strangers. It appears to be a hardwired prosocial communication mode in humans.
